Find your local government representatives, then use this email template to tell them about the Democracy Decree:
Dear [name of representative],
I am your constituent, and I’m writing to urge you to introduce a resolution in support of the Democracy Decree.
The Democracy Decree would allow the American people to directly vote on eliminating the Electoral College and creating proportional representation in Congress. The Decree can only advance if enough state and local governments formally propose it, which is why I’m urging you to take action.

If you're writing to a mayor or other executive who doesn't have the power to introduce legislation, change "introduce" to "support the introduction of" in the first paragraph. Change it otherwise as you see fit.
