This catalog provides model legislative actions that states and localities can adopt to resist federal lawlessness and restore constitutional governance. Lawmakers and advocates can use these resources to take immediate steps.
The first action listed, Resolution to Restore the Constitution, is designed to be passed first by any state or local legislature that is committed to restoring non-authoritarian government. It establishes a formal commitment to taking action and sets the stage for additional measures.
The second action listed, Restoration of Constitutional Governance and Protection of the People Act, is the initial legislative measure that establishes the framework for further actions. It creates a working group to coordinate ongoing legislative efforts within the jurisdiction and in collaboration with other jurisdictions pursuing similar actions. It facilitates implementation of additional laws that protect residents, counter unlawful federal actions, and uphold democratic governance.
The remaining legislative actions provide specific measures that jurisdictions can adopt either as part of the Restoration of Constitutional Governance and Protection of the People Act or as amendments to it. These include actions to block unlawful federal mandates, shield residents and institutions from retaliation, reclaim misallocated resources, and establish legal protections for those resisting federal lawlessness.
The list is not intended to be exclusive. We hope jurisdictions will develop additional measures that support these goals, and contributions from legislators, experts, and others are very welcome. Jurisdictions will need to work together, share strategies, and support one another in resisting unlawful federal actions and restoring democratic governance.
